The Great HKD Stablecoin Retreat: A Market Correction, Not a Failure

On-chain data doesn't lie. Total supply of Hong Kong dollar stablecoins has dropped 40% in Q4 2025. Two of the three known issuers have stopped minting. The HKMA sandbox is turning into a ghost town. But this is not a crisis. It's the market finally catching up with the narrative.

The HK stablecoin bill came into effect in August 2025. It was supposed to make Hong Kong a hub for regulated stablecoins. Instead, it exposed a harsh reality: there is almost zero demand for a HKD-pegged digital asset. The global stablecoin market is a duopoly of USDT and USDC, commanding over 90% market share. HKD stablecoins were a political experiment, not a product.

Let's break down the numbers. Total HKD stablecoin market cap peaked at $120 million in early 2025. Today, it's under $70 million. The largest issuer, IDA's HKDR, has seen a 60% decline in circulation. The other two, Anchored Coins' AUSD and RD Technologies' RD, have effectively frozen their issuance. The smart contract never lies: I've traced the mint and burn functions on Etherscan. The burn rate has exceeded mint rate for three consecutive months. This is not a temporary dip. It's a structural retreat.

Why? Three reasons. First, the cost of compliance. The HKMA requires full reserve audited monthly, a licensed custodian, and a Hong Kong-registered entity. For a project with $10 million in circulation, that eats up the entire interest income. Second, the lack of use cases. HKD stablecoins are not listed on major exchanges. No DeFi protocol integrates them. They exist only in the sandbox and a few niche wallets. Third, the competition from USDT. Why hold HKD when you can hold USD? The fiat illusion breaks under pressure.

The conventional take is that this retreat is a blow to Hong Kong's Web3 ambitions. It's not. The retreat is a sign of a healthy market. The HKMA's framework is working exactly as intended: it's filtering out projects that lack real demand. The ones that survive will be the ones with actual utility, likely tied to cross-border trade or RMB convertibility. The great retreat is actually a prerequisite for the next wave. Think of it as the 2017 ICO crash: we lost 90% of projects, but the survivors built the real infrastructure. Chasing alpha through the 2017 hallucination taught me that the survivors are the ones with real product-market fit. Curating chaos for clarity.

The HKD stablecoin retreat is a non-event for global crypto. But for Hong Kong, it's a wake-up call. The next act won't be HKD stablecoins. It will be a government-backed digital yuan or a synthetic dollar. The HKMA is already signaling that. Watch for the announcement of a pilot program for a regulated USD stablecoin in Hong Kong. That's where the real flow will go. The great retreat? It's just the first clean-up.
